Here let us consider the preface to this vision, and then the vision itself.
I. The preface to this vision: A voice was heard from the horns of the golden altar, Rev 9:13, Rev 9:14. Here observe, 1. The power of the church's enemies is restrained till God gives the word to have them turned loose. 2. When nations are ripe for punishment, those instruments of God's anger that were before restrained are let loose upon them, Rev 9:14. 3. The instruments that God makes use of to punish a people may sometimes lie at a great distance from them, so that no danger may be apprehended from them. that they should not--So B reads. But A, C, and Aleph read "that they shall not": implying a prophecy of certainty that it shall be so.

Yet repented not - The commission which these horsemen had was against idolaters; and though multitudes of them were destroyed, yet the residue continued their senseless attachment to dumb idols, and therefore heavier judgments might be expected. These things are supposed to refer to the desolation brought upon the Greek Church by the Ottomans, who entirely ruined that Church and the Greek empire. The Church which was then remaining was the Latin or western Church, which was not at all corrected by the judgments which fell upon the eastern Church, but continued its senseless adoration of angels, saints, relics, etc., and does so to the present day. And the rest of mankind who were not killed by these plagues, etc. Because he had described false Christians and heretics, now, to encompass the entire body of the devil, he also mentions the error of the Gentiles, to whom it benefits nothing not to be killed by these plagues, as it is evident they will continue in their Gentile malice even then. For in that persecution the Gentiles will not be compelled to consent to the aforementioned but will die in their own unbelief.
Then, in order to show that the Gentiles also belong to this body, he said after that, And the rest of the men, who are not, and did not do penance from the works of their hands, that they should not adore devils, and idols of gold, and silver, and brass, and stone, and wood, which neither can see, nor hear, nor walk: and did not do penance from their murders, nor from their fornication, nor from their thefts, as if he were saying, "People of this kind also seem to belong to the aforementioned number." Whereas throughout the other prophecies we find a great many things that correspond to our Mediator symbolized by earthly things and few by heavenly things, in this prophecy John has quite often represented his coming by an angel. To what end, if not to show that this prophecy is richer than others? Whence it is now said:
The rest of humankind, who were spared and did not suffer these things, yet remained unrepentant. They will suffer these same things, since they did not keep themselves from idolatries and murders and fornications and thefts and works of magic. It is clear that the universal wrath comes from such things as these. These various deceits effect a frenzy in those nations that do not acknowledge the truth and that worship idols and the creature rather than the creator. And this is certainly so among those who confess to know God but deny him by their works and who wrap themselves up in the form of piety but deny the power of it.… May it be that we display the purity and authenticity of our faith in Christ by deeds so that we never hear those terrible words, "Truly, truly I say to you, I do not know you." "Depart from me, you workers of iniquity." Rather, may we hear this blessed invitation, "Come, you blessed of my Father, inherit the kingdom prepared for you from the foundation of the world."

And the rest of men which were not killed by these plagues,.... By whom are meant the western antichristian party; and such of them as were not plagued, harassed, and destroyed by the Turks, as in Germany, at least some parts of it, France, Spain, Italy, &c.
yet repented not of the works of their hands: their idols, their images of saints departed, which their hands had made; the goodness of God in saving them from the depredations of the Turks, should have led them to repentance for their idolatrous worship of images, but it did not:
that they should not worship devils; or demons, a sort of deities with the Heathens, that mediated between the superior gods and men; and here design angels…
Even when humans are faced with plagues and death, repentance is not automatic. People tend to continue in their evil deeds and to worship demons and idols—things that belong to the created order—rather than worshiping the Creator (see 13:4; 14:9-10; Rom 1:25; 1 Cor 8:4; 10:19-22). • murders . . . witchcraft . . . immorality . . . thefts: What people worship parallels the ways in which they live (see Rev 21:8; 22:15; Rom 1:23, 29-32). • Revelation portrays the extent to which depravity controls unbelievers. It is not logical for people to worship powers and beings that torture and kill them; the powers of sin and rebellion against God are deceptively captivating.
