The first words express the design of the apostle through these verses, that there is no difference between Jews and Gentiles, but they stand upon the same level in point of acceptance with God. In Jesus Christ there is neither Greek nor Jews, Col 3:11. God doth not save any nor reject any because they are Jews, nor because they are Greeks, but doth equally accept both upon gospel terms: There is no difference. By faith in Jesus Christ is granted to us both possession of the little beginning of salvation and its perfecting, which we await in hope.
God himself, when he was seen by Moses, said to him: "My name is the Lord." This is the Son of God, who is said to be both a messenger and God. The Son is not to be confused with the Father from whom all things come, but is to be acknowledged as the One through whom all things come and to whom all things belong. He is called God because the Father and the Son are one. He is also called an angel, because he was sent by the Father to announce the promised salvation.
"For everyone, whoever shall call upon the name of the Lord, shall be saved." Yet he did not say that he bestows these riches on all men, but on all whoever shall call upon his name. But here too a question similar to the earlier ones seems to arise. For not all who in any manner whatsoever call upon the name of the Lord can be saved, even if they have not done works worthy of the name they invoke — especially since the Wisdom of God also says in Proverbs: "It shall come to pass that when you call upon me, I will not hear you." In which it seems to me that Wisdom exhorts and urges those who wish to be saved, that they should call upon Wisdom quickly and not delay or defer, lest perhaps, when the appointed time has passed — that is, the time in which there is opportunity for repentance — they should call too late thereafter, where there is no place for repentance. And hence she says: "You shall call upon me, and I will not hear you." Yet this saying which the Apostle sets down, that is, "Whoever shall call upon the name of the Lord shall be saved," is written in the prophet Joel in this manner: "And I will give portents in the heaven above, and on the earth below: blood, and fire, and the vapor of smoke. The sun shall be turned into darkness, and the moon into blood, before the great and glorious day of the Lord comes. And it shall be: whoever shall call upon the name of the Lord shall be saved." Yet it seems to me that something great is designated in the divine Scriptures under this name of "calling upon." For it is not of just any men, but of great and outstanding ones, that it is written that "Enos first hoped to call upon the name of the Lord"; and in the Psalms: "Moses and Aaron among his priests, and Samuel among those who call upon his name. They called upon the Lord, and he heard them: in the pillar of cloud he spoke to them."

Paul quotes Joel 2:32, where the Lord in Hebrew is Yahweh, the personal name of God (see Exod 3:15). However, as Rom 10:12 makes clear, the Lord in Romans is Jesus Christ. This verse shows that Christians from the time of the apostles have associated Jesus with God.
