What it's about
Michael Lewis tells the story of a scattered group of doctors, scientists, and public health officials who saw the COVID-19 pandemic coming and tried to act before institutions would let them. The book argues that America's failure was not a failure of knowledge but of bureaucracy: the CDC, built to study disease rather than fight it, froze while individuals with judgment and nerve improvised the response the government would not.

What’s inside
- 1The Wolverines1 min
A handful of officials who read a 1918 flu history in 2005 and took it seriously built the only serious American pandemic plan, and it sat unused for over a decade.
- 2Charity Dean's Apprenticeship1 min
Local public health officers, not federal agencies, are usually the first line of defense against an outbreak, and their power depends entirely on personal will rather than institutional support.
- 3An Agency Built to Watch, Not Act1 min
The CDC's institutional culture, shaped by decades of academic caution and political sensitivity, made it structurally incapable of leading an emergency response.
- 4The Laura Glass Model1 min
A teenager's science fair project, more than any professional epidemiological model, gave American pandemic planners their evidence that social distancing works.
- 5Seeing It Coming, and Being Ignored1 min
The individuals who correctly identified the severity of the threat in January 2020 were marginalized precisely because official channels required consensus before action.
- 6Joe DeRisi and the Private Alternative1 min
When official testing infrastructure failed, private scientists with lab access built the tools the government could not deliver in time.
- 7Political Leadership and the Cost of Indecision1 min
The absence of a single accountable decision-maker at the federal level meant that scientifically sound advice had no reliable path to becoming policy.
- 8Character as the Missing Institutional Safeguard1 min
In the absence of functioning institutions, the pandemic response depended on unusually stubborn individuals willing to risk their careers, a dangerous substitute for reliable systems.
